Well, I don't know but, in recent years a lot of governments, astronauts/cosmonauts etc., pilots (military and public) from all over the globe have been "coming out", so to speak, regarding UFOs. Add to that the fact that we now know there are tons of planets out there, and you have reason enough to take the possibility of contact a little more seriously. It used to be, although there were plenty of scientists that took the subject seriously, they didn't make that public because of the stigma attached.
In my opinion, most of the reports aren't very convincing - easily explained as hoaxes, natural phenomenon, or just plain silly but, that still leaves a large number that are pretty interesting. Especially the ones that are reported by trained observers.... and there's a lot of those.
Since there is such growing public awareness all over the world, I think they almost have to set up some protocols, if for no other reason other than to convince the public that we're prepared. Being it is a world concern, the UN is probably the only institution in which the governments of the world are united, other than in militaristic pacts. So the UN seems logical.
Would contact change things, you bet, but I also don't think it would be a catastrophe. Even the Vatican has been doing a little preemptive PR. Stating that it's OK to think that UFOs and aliens exist. It seems the public is slowly being acclimated for if and when it does happen. The concept is already accepted by well more than half of the world's civilized population.
They always make the comparison of the the Europeans and the new world, and how devastating that was to the native population, but that was a long time ago. We've learned a lot since, and an advanced alien civilization will have learned a lot more. Being that's the case, contact would probably be done in increments, so as not to disrupt things too much.... giving us time to adapt.
I'm not worried, and what good would it be to worry?... if it happens, it happens... we'll get through it.
