Unfortunately, it's only available in Israel right now.

The project was first unveiled in January at the Israeli Association of Food Allergies conference which took place at Bar-Ilan "
Although, they are currently working with people in the US regarding opioid overdoses.
Also from the piece:
"There is also an ongoing study for opioid overdose reversal by sharing naloxone at Drexel University in Philadelphia."
That suggests to me that they're trying to bring the apps to the States. If it gets a lot of support in Israel, it could be available in the US before too long.
