Thank you for writing to me about the Trans Pacific Partnership trade agreement. I understand your concerns and am hopeful that with very clear objectives, we can reach a positive trade agreement.
In order to guarantee that our participation in the Trans Pacific Partnership yields positive negotiations for the United States, I have signed on to a letter sent to President Obama asking that U.S. trade representatives to the TPP maintain "Buy American" government procurement requirements from which government officials would not be prohibited from establishing government procurement policies that prioritize job creation in the United States. We also ask that U.S. trade representatives require strong Rules of Origin that ensures that only signers of the TPP will benefit from its increased market access so that employment opportunities in the U.S. may be expanded. Additionally, we ask for safeguards against investment and service sector rules that provide incentives for the off-shoring of both good manufacturing and service sector jobs. Lastly, we ask that trade negotiations include an enforceable obligation to protect fundamental labor rights and protections against currency manipulation.
With a goal of job growth and stability here in the United States without having to outsource, I am confident that we will be able to reach a favorable Trans Pacific Partnership agreement with partnering member countries.
